A fire safety inspection is not one test, it is a set of them with different clocks. Portable extinguishers are looked at monthly and maintained annually. A sprinkler system's main drain is flowed once a year and its inspector's test valve is opened at least every two. Standpipe hose is inspected at least annually and after every use. Fixed suppression containers are weighed at least semi-annually. Nothing about that set is negotiable and nothing about it is simultaneous, which is why the interval, rather than the visit, is the thing worth organising the work around.

What is actually inspected

The systems that carry an interval: portable extinguishers, the automatic sprinkler system, standpipe and hose, fixed extinguishing systems such as a kitchen hood or a clean-agent room, fire detection and alarm, and the emergency lighting and egress that get you out while those are working. A building rarely has all of them and never has none, so the first useful thing any inspection produces is a list of which of these this building carries.

The intervals the federal floor sets

29 CFR 1910 subpart L is the floor, not the ceiling. Portable extinguishers are visually inspected monthly and subjected to an annual maintenance check whose date is recorded and kept for a year after the last entry. A main drain flow test is performed on each sprinkler system annually, and the inspector's test valve is opened at least every two years. Hose systems are inspected at least annually and after each use. Fixed system containers are weighed at least semi-annually. The standard your authority having jurisdiction has adopted will ask for more, and where it does, it is the one that decides.

Why the names all mean roughly the same thing

Fire safety inspection, life safety inspection, fire and safety inspection, fire protection inspection: contractors, AHJs and building managers use these interchangeably and mean the same round. The only distinction worth keeping is between the CONTRACTOR'S inspection, which tests the systems and produces the report, and the AUTHORITY'S inspection, which is the fire marshal's own visit to the building and will often ask to see the contractor's reports as evidence. Everything on this page is the first kind.

What the report has to be able to answer

Four things, and the fourth is the one that gets left out. What was tested. Against what. What was found, including every deficiency with the correction it needs. And when each system falls due again. A report with the first three is a record of a visit; a report with all four is a schedule. The intervals are fixed by regulation and standard rather than by the customer, so the fourth is derivable the moment the system is written down, and leaving it out is how a building quietly goes eighteen months between annual tests.

The adopted standard, and how much fuller its schedule is

The federal floor names a handful of intervals. The standard most jurisdictions adopt for water-based systems runs to weekly, monthly, quarterly, annual and five-yearly items on the same sprinkler system: gauges read on a schedule, control valves confirmed open on a schedule, the waterflow alarm devices operated quarterly, the main drain annually, a five-year internal inspection of the pipe and an obstruction investigation on the same cycle, and sprinkler heads sampled for testing at ages that depend on their type. The alarm standard does the same for detection, with every initiating device functionally tested annually and smoke detector sensitivity checked on a longer cycle. None of that contradicts the federal rule; it fills in the months the rule leaves empty. A round that is built to the federal floor alone will be found short by the first fire marshal who reads the adopted edition.

A round of forty buildings, worked as a calendar

Forty buildings on a service contract, most with extinguishers and an alarm panel, half with sprinklers, a dozen with a kitchen suppression system, three with standpipes. The extinguisher visuals alone are four hundred and eighty device-checks a year if the contract carries the monthly walk. The sprinkler main drains are twenty annual visits that each need the riser, the gauges and last year's numbers. The kitchen systems are twelve semi-annual weighings and twelve annual inspections, on the manufacturer's cycle as well as the code's. The standpipes are three annual hose inspections. Lay that on a calendar by building and it is a visit or two a day; lay it on a calendar by system and it is a list of what is due this week, which is the only shape in which nothing gets missed. Deficiencies: the finding, the owner, and the date it was corrected

A deficiency is written against the system it was found on, in words a building owner can act on: the location, what was found, what the correction is, and whether the system is impaired meanwhile. It goes to the owner in the report on the day, because the decision to correct it is theirs and the record that they were told is the contractor's protection. It then stays open. It is not closed by the visit that found it, only by a later visit that confirms the correction, with its own date. That is the part most paper systems lose, because the finding lives on a report in a folder and the correction lives on an invoice, and nobody reconciles the two until an incident does.

Impairments, and what has to happen while a system is down

Any system found out of service, or taken out of service for repair, is an impairment, and it is handled as an event rather than as a note: the owner is told the same day, the fire department and the insurer are notified where the adopted standard or the policy requires it, a tag goes on the riser or the panel, the hazard is reduced while the system is down, and the restoration is confirmed and recorded. An inspection programme that produces impairment notices is working; one that never does has either very good buildings or a reporting habit that stops at the pass mark. The date a system went down and the date it came back are two of the most consequential entries the record will ever hold.

What the owner gets, and what the contractor keeps

The owner gets the report on the day: the systems tested, the standard each was tested against, the findings with their corrections, the impairments if any, and the date each system falls due again. That document is the owner's evidence in front of the fire marshal and the insurer, and it should read as theirs. The contractor keeps the record behind it: the readings, the photographs, the device-level results, the open deficiencies, and the history of every earlier visit to the same building, because the value of the contract is in being the firm that can say what this riser read three years ago. The two are not the same document, and a programme that produces only the first is doing half the job for the price of all of it.

Questions people ask about fire safety inspection

How often does a building need a fire safety inspection?

There is no single answer, because different systems in the same building fall due at different times: monthly for an extinguisher visual, semi-annually for a fixed system's container weights, annually for the sprinkler main drain and the hose systems, every two years for the inspector's test valve. Most contractors settle into quarterly or annual visits that batch these, which is exactly why a record of what falls due when is worth more than a calendar.

Who is allowed to do it?

For most systems, someone qualified and, in many jurisdictions, licensed. OSHA's own language for fixed extinguishing systems is that the annual inspection is by a person knowledgeable in the design and function of the system, and for detection that the servicing and testing is by a trained person knowledgeable in its operation. Your state and your AHJ will be more specific, and their answer governs.

Is the fire marshal's inspection the same thing?

No. The fire marshal inspects the building on the authority's behalf and can cite it; the contractor inspects the systems on the owner's behalf and reports on them. They meet at the paperwork: a marshal asking whether the sprinkler system has been maintained is asking to see the contractor's reports.

What happens to the deficiencies?

They stay open. A deficiency belongs to its system and is not closed by the visit that found it, only by a later one that corrected it. Keeping that list against the building rather than in a notebook is the difference between an inspection contract that generates return work and one that generates a stack of paper.

What if the building's own records are missing?

Start the record at this visit and say so in the report. An inspection that cannot say when a system was last tested is an honest statement of the position, and it is far better than a date somebody guessed. OSHA's retention rule for extinguisher maintenance is one year after the last entry, so a building with nothing on file is not necessarily out of compliance, it is unevidenced.
