Industrial fire protection systems and industrial fire protection: what changes when the building is a plant rather than an office

An industrial building is inspected against the same regulations as an office and produces a very different round. The systems are larger, there are usually more of them, several are specific to a process rather than to the building, and the hazard the system was designed for changes without anybody telling the fire contractor. That last point is the one worth organising the work around: in an office the design assumption stays true for decades, and in a plant it can stop being true when a customer changes what is stored in a rack.

The design assumption is the thing that moves

A sprinkler system is designed for a commodity class, a storage height and an arrangement. Change the commodity, raise the racking, add a mezzanine or block a flue space and the system that was adequate is no longer designed for what is in front of it. An inspection cannot redesign the system, and it can and should record what it saw: what is stored, how high, in what arrangement, against what the diagram at the riser says the system was designed for. That note is the most valuable thing an industrial inspection produces.

More systems, and more of them process-specific

Beyond the building systems, a plant commonly carries fixed extinguishing on a process: a dust collector, a paint booth, a quench tank, a transformer room, a server hall. The federal rule for these is that fixed systems are inspected annually by a person knowledgeable in the design and function of the system, and that refillable containers are weighed at least semi-annually, going for maintenance on a loss of more than 5 percent by weight or 10 percent by pressure. In practice each of these systems has a different manufacturer and a different service requirement, which is why the list matters more than the schedule.

Access, shutdowns and the reason industrial rounds slip

Industrial inspections fail to happen for practical reasons rather than compliance ones: the line cannot stop, the room is hot, the permit was not raised, the area was in use. Every one of those is foreseeable, and the contractors who keep industrial accounts are the ones whose record shows which systems need a shutdown, which need a permit and which can be done on a running plant, so the visit is scheduled around the site rather than against it.

What the report has to say that an office report does not

Three extra things. What the system was designed for, taken from the diagram or the original acceptance documents. What is actually there now. And which tests could not be performed on this visit and why, with the date they are being carried to. An industrial report that quietly omits the system nobody could reach is the one that causes an argument after an incident.

Hot work, permits and the systems that are switched off on purpose

In a plant the most dangerous state of a fire protection system is not failed, it is deliberately disabled: a smoke detection zone isolated for a dusty process, a suppression system put on manual during maintenance, a sprinkler zone drained for a pipe alteration, a detector head bagged for grinding and never unbagged. Each of those is an impairment, and the record has to show it as one: who isolated it, when, why, what was done to cover the hazard in the meantime, and when it was restored. A hot work permit that does not name the detection it will set off is the commonest way a system ends up isolated indefinitely, and an inspection that walks the plant with the impairment log in hand finds those before a shift does. Does the storage arrangement really matter to an inspection? It is often the most important thing you see. A system designed for one hazard and asked to protect another is the failure mode that produces large losses, and the inspection is frequently the only routine occasion when anyone compares the design documents with what is on the floor.

Is industrial fire protection inspected under different rules?

The federal floor is the same: 1910.157 through 1910.164 apply to the workplace. What differs is the adopted standard for each system type and the sheer number of system types, and in higher-hazard occupancies the insurer often imposes requirements beyond the code.

What is an in-rack sprinkler system?

Sprinklers installed inside the storage racking rather than only at ceiling level, used where the storage is too high or too dense for ceiling sprinklers alone. They are more easily damaged by forklifts and more easily obstructed by stock, so they need looking at rather than assuming.

Who inspects a process suppression system?

Someone knowledgeable in that system's design and function, which usually means the manufacturer's approved service provider rather than the general fire contractor. The building's record should still hold it: the owner needs one list, whoever performs each line.

How do we handle a system we could not test?

Record it as not tested, with the reason and the date it is carried to, and put it in front of the owner in the report. A carried test is a normal industrial reality; a carried test that appears nowhere is a hole in the evidence.
